We did indeed find a solution: we MOVED! (true story). I am waiting for one to pop here in the new (suburban) neighborhood but so far, just the occasional hound, or temporary short-term yapper is all I hear and I can stand that. I get the sense people are respectful and do not want to bother their neighbors.
I do feel badly for the animals left alone inside apartments or condos for days on end. Not to mention chained up in a backyard. Dogs especially. They need their people more than cats, but even cats, I believe, get bored, if not lonely. I also hope all the Covid adoptions do not end with all the pets going back to shelters as I hear is the case!
I grew up in Canada and I have to say I would not expect the local constabulary (TO Police) to bother taking action over a yapping dog. And then there is the neighbor you would have to avoid eye contact with forever—easier to just move.
